You cannot have a deterrent without being willing to use it; and this amounts to being willing to commit mass murder of the innocent.

N DeterThe Nuclear-Armed states say that their policy of nuclear deterrence stops others attacking them; but this has no basis in evidence or experience. Like voodoo, it may be comforting, but this faith-based defence is costly and extremely dangerous. By maintaining nuclear arsenals and relying on deterrence policies rooted in threats to launch nuclear weapons in a range of different scenarios nuclear states create greater insecurity and make them reliant on the decisions of others, including adversaries
